I agree with what everyone is saying it's almost definitely Discord who is on the throne currently I can point this out for multiple reasons. one those are obviously plunder Vines, Two we know that when Discord disguises themself as another creature there is one thing that typically gives them away usually the eyes as we've seen in Canon since this court can easily take pieces of their body apart and live without them and not bleed to death is probably what's anchoring the transformation in a similar way to how their eyes typically anchor the transformation. Three in Cannon we've seen them give themselves an alicorn horn and wings what's to say they don't want to take on the pretty form of an alicorn on a whim.

I've put a lot of thought into this especially since I'm pretty sure Luna is not dead, if she can survive on the moon with no oxygen she is probably able to survive at the bottom of the sea with no oxygen. hell I'd actually not be surprised if the hippogriffs did free her and transformed her. I really hope that is something that has been considered by pie-sama since it's canonical that they can transform at will. With that kind of power a lot of their abilities would be incredibly useful. Seriously pie-sama if you see this consider a hippogriffs and possibly the sirens. You could do a water world thing where the hippogriffs are the ones that secure salvage from the Lost cities underneath the ocean maybe have the crew of the Rogue Diamond become their exclusive dealer or something like that.

I know by the end the girls are going to storm up to the castle at some point it's obvious that that's going to happen. having allies with Sonic blasts and the ability to transform and surround the scant amount of land that canterlot has with a massive army from both sea and sky would be awesome.
